July 2026 EU Customs Changes for China PCB/PCBA?
On July 1, 2026, the European Union implemented the EU Customs Reform (2026/382), which modernizes customs for low-value imports. The key changes affecting shipments to the EU are:
- Removal of Duty Exemption:
The long-standing customs duty exemption for low-value imports (≤150 EUR) has been abolished.
- Universal Customs Duty:
All shipments entering the 27 EU member states—regardless of their order value—must now be formally declared and are subject to customs duty clearance.
- Temporary €3 Duty Rate:
Postal and IOSS shipments with an intrinsic value of ≤150 EUR are now subject to a temporary, fixed customs duty of 3 EUR per customs line item (effective until July 1, 2028). Standard duty rates apply to non-IOSS courier shipments and orders over 150 EUR.
- Carrier Collection:
Customs duties are collected directly by the carrier (e.g., DHL, UPS, FedEx, or postal operators) prior to or upon delivery, not by NextPCB.
(Note: These policy changes apply only to the 27 EU member states. Non-EU countries are unaffected, and existing VAT rules remain unchanged.)
